Institutions must be able to implement policy decisions relating to:

• System scope: who contributes to the system, in what languages?

• Intellectual control: how are materials arranged and described?

• Administrative control: how are work flows internally managed?

• Physical control: how are materials stored and preserved?

The application must be flexible enough to support diverse systems of control.
